Thinking about disability

It was the first time I went to do my passport by accessible van on January 4, 2013 at Jbt Imigresen Malaysia. My friend told me the venue is user friendly since the wheelchair users can access to the building. I felt release. At least I could enter the building easily without causing big troubles to others. 

I hope you find it is interesting to contemplate what the barrier other than inaccessibility of environment is. Yes there is the ramp in entrance of the building. But it is not the suited ramp. It is too steep and slippery. We have noted the accessible sidewalk along the Lebuh Pantai. However, the wheelchair user been blocked by motorcycle parked in the middle of sidewalk. Other than that, 2 cameramen in these 2 situations responded and acted differently when dealing with disabled people. What’s wrong with that? 

二零一三年一月四日的这一天是我第一次到移民厅去申请国际护照。我使用方便轮椅的货车。我的朋友告诉我那儿蛮方便的，至少轮椅者可方便出入。因此，我的心情感到蛮轻松的。至少坐在轮椅上的我可自由出入而非打扰他人。

我们希望这篇分享可以激发您的思考去探讨除了环境的障碍以外，到底是什么障碍阻挡残障者呢？是的，这儿切实有设斜坡。但是，美中不足的是它的设置太斜和太滑。一不小心这只会导致危险于轮椅者。在Lebuh Pantai这儿拥有无障碍的行人道。但是，轮椅者往往被摆在中间的摩多车挡着。除此之外，两个个别的状况有着两位摄影师，对于残障者，他们的反应和行动却载然不同。到底难处何在？ 

Pada 4 haribulan Januari 2013, buat pertama kalinya saya telah pergi ke Jabatan Imigresen Malaysia untuk membuat passport. Saya pergi sana dengan van mesra OKU. Saya berasa lega apabila diberitahu oleh kawan bahawa tempat tersebut adalah mesra pengguna memandangkan pengguna kerusi roda juga dapat mengakses bangunan tersebut. Sekurang-kurangnya saya boleh memasuki bangunan tersebut dengan mudah dan tidak menyusahkan orang lain. 

Saya berharap anda akan tertarik untuk memberi perspektif pada kekangan-kekangan lain selain daripada persekitaran yang kurang mesra. Sememangnya tidak dinafikan ada ramp untuk sampai ke pintu masuk bangunan. Akan tetapi, ia bukan ramp yang sesuai. Ramp tersebut adalah terlalu curam dan licin. Kita juga dapati terdapat laluan pejalan kaki yang mesra pengguna di sepanjang Lebuh Pantai. Namun, laluan yang boleh diakses pengguna kerusi roda ini telah dihalang oleh motosikal yang diletakkan di tengah-tengah laluan. Selain itu, dua orang jurukamera masing-masing dalam situasi berasingan telah menunjukkan respon yang berbeza ketika berurusan dengan OKU. Apa yang tidak kena?

An Evening Walk

Wheelchair users while trying to be independent, sometimes encounter accessibility problems as shown as by the pictures below.

So if there is no better accessibility for us, how can we be independent? We hope something will be done to rectify the situation.

轮椅者尝试独立自行，但却遇到阻碍。请看看以下的照片。如果没有更完善的无障碍设施，怎样让我们独立自行呢？我们恳切地希望一些行动来改善这个情况。

Adakalanya pengguna kerusi roda berhadapan dengan masalah aksessibiliti ketika cuba berdikari. Masalah-masalah tersebut adalah seperti yang ditunjukkan dalam gambar-gambar di bawah.

Bagaimana kami nak berdikari jika tiada kemudahan yang mesra OKU? Kami berharap agar sesuatu boleh dilakukan untuk memperbetulkan keadaan tersebut.

a.    Went for an evening walk outside my apartment towards Jalan Burma, Pulau Tikus to buy something..

b.   I saw an unlevel road infront of me. I turned to the side of the road to avoid it.

c.    What! Another big patch of hole in front of me.

d.   While passing by the road, I saw a dirty and unlevel ground beside an eating stall

e.   After buying something, I decide to go through pathway as to avoid the main road. But I faced some problems

f.   There was an open drainage in front of me. If for a smaller wheelchair user to pass by, he/she may fall down       because their wheels' are small and may go into the hole of the drain

g. Terrible…there are the 'gratings' along the pathway. It should not be placed as parallel to walkway to prevent wheelchair stuck into the gap. The gap also should be small.

h. I faced another hurdle to as there are fallen branches on top of the drain. I had to go by side of the pathway so I could pass by.

i. What! Another hurdle? How do I get down? I thought there was a slope to get down, but it was a steep curb 

j. I saw a shoplot with a ramp, so I passed through 

k.  As I went by, I saw a big table and chair infront of the restaurant. It was so narrow for me to drive through. I nearly hit the glass door. I couldn’t imagine why people can place a table and chair infront of a passage way.  

l.  At last I got through! 

m.  There was a ramp down the road, but there was a small curb. If wheelchair user are not careful, they can fall down

Whole transportation system should be look into

We have disabled accessible Rapid Penang bus with low floor and ramp. BUT what is the point of having the disabled accessible bus if there is NO ACCESSIBLE CONNECTIVITY for disabled to walk from a place/building to bus stop and NO ACCESSIBLE BUS STOP for disabled to reach and wait the bus safely and comfortably.

在槟州，我们有提供残障人士使用的巴士服务，可是缺乏了更多适合残障人士的候车站，残障人士无法舒适和安全地在车站候车，残障人士也必需从家中或所在的地方，辛苦地来到候车站等候巴士。

Kita mempunyai bas Rapid Penang yang mesra OKU di mana ia rendah dan dilengkapi dengan ramp. TAPI, apa gunanya dengan hanya mempunyai bas mesra OKU tersebut jika tiada laluan yang sesuai bagi OKU berjalan dari satu tempat/bangunan ke perhentian bas dan tiada perhentian bas yang boleh OKU sampai untuk menunggu bas dengan selamat dan selesa.

Before It's Too Late

我们与我们的家庭成员包括父母，兄弟姐妹，恋人/配偶及子女们在日常生活中可能都会对一些突发的情况，比如妻子怀孕生产需要緊急进医院，婴儿和幼童生病急于求医，年长者会因身体遂漸衰弱而行动困难等等，这些，你同意吗？

想像一下，如果你面对上述的情況，在沒人帮助下，你将如何应这突来的変化？ 你可能需要自己出外解決问题，这时你可能就会先面临行动或交通上的困难，比如，不平衡，和充滿窟窿的路面，高低不等的街階，沒有遮盖的水沟，狭窄的行人道迫使你必需走在马路边，沒有适合坐位的巴士站等等。。。你要如何去面对这些困难呢？

难道你不觉得，无障碍交通系统将是造福大家的良好制度？难道你不认适合残疾人士行动的无障碍环境也会给所有弱勢人士带来帮助吗？所以，就让我们大家一齐来行动，现在就开始争取无障碍设设施和打造无障碍环境，不要等到你有需要时才来争取，因为到那时一切己太迟了。

We and our family members included parents, siblings, spouse and children may face certain situation at some point of our lives such as woman get pregnant, have babies and young children, become sick, old, etc. Do you agree?

Imaging that how will you been going out when you are in any of the situations. You may not have driving licence and if have, you may not able to drive during that time. In the situation, you still need to go through uneven and narrow pavement, uncovered drain, high kerb, have to walk at roadside instead of pavement, no proper seat at bus stop, etc. How will you be going to face it?

Don’t you think that an accessible transportation system will be good and benefit to everyone? Don’t you think what is accessible for disabled people will be good for you all? Let we together work for better transportation system from now. Do not just wait until you need it one day because it will be too late.

Kita dan ahli keluarga termasuk ibubapa, adik beradik, pasangan hidup dan anak-anak pasti akan berhadapan dengan situasi atau fasa tertentu dalam kehidupan kita. Contohnya, wanita mengandung, mempunyai bayi dan anak kecil, jatuh sakit, menjadi tua dan sebagainya. Adakah anda bersetuju?

Bayangkan bagaimana anda ingin keluar rumah ketika anda menghadapi situasi atau detik-detik tersebut. Anda mungkin tidak mempunyai lesen memandu dan jika ada pun, anda mungkin tidak berupaya memandu ketika itu. Dalam situasi sebegini, anda masih perlu melalui laluan pejalan kaki yang sempit dan tidak rata, longkang-longkang yang tidak ditutup, perlu berjalan di tepi jalan raya; bukannya di laluan pejalan kaki, tiada tempat duduk yang elok di perhentian bas dan sebagainya. Bagaimana anda ingin menghadapinya?

Tidakkah anda berpendapat bahawa sistem pengangkutan yang mudah diakses adalah baik dan akan memberi manfaat kepada semua orang? Tidakkah anda berfikir bahawa apa yang baik bagi OKU juga baik bagi kita semua? Mari kita semua sama-sama berusaha demi sistem pengangkutan yang mesra OKU mulai sekarang. Jangan tunggu tanpa berbuat apa-apa sehingga anda memerlukannya kelak kerana ia sudah terlambat.

Why Transportation Is Important To Me, You & Us?

Transportation is very important in our daily lives no matter young or old, male or female, rich or poor, able bodied or disabled person, etc. Don’t you think so? Can you imaging how your daily life will be if there is no accessible transportation included car, van, bus and taxi/carpool? 

Pengangkutan adalah sangat penting dalam kehidupan seharian kita tidak kira muda atau tua, lelaki atau perempuan, kaya atau miskin, OKU atau bukan OKU dan sebagainya. Tidakkah anda berpendapat sebegitu? Bolehkah anda bayangkan bagaimana kehidupan seharian anda sekiranya anda tidak dapat mengakses pengangkutan termasuk kereta, van, bas dan taksi/kereta sewa?

在日常生活中，交通公具不管是对年轻一代还是老年人，男生还是女生，有钱人还是没钱人，残障者还是非残障者等等都扮演着举足轻重的角色

。难道不是吗？没有可通行的交通如汽车，货车，巴士和德士又或者车租。。。可以想像到那是一个怎样的日子吗？

"Apa lagi oku mau...???"

As I said even though the bus driver had place the ramp on the surface of bus stop, we still faced the problem of inaccessibility. It is because the poor design of whole transportation facilities hindering the mobility of disabled people to move safely. WHAT IS THE PROBLEM?? ? Please move on to see the next picture. None of the bus stop within Penang Island is accessible. 

If you ask, “Apa lagi oku mau??” Then in this case YES WE WANT THE KERBs!!!

就如我所说的，就算巴士司机把巴士停靠在巴士站以便可以把设有的斜坡摆在合适的位置，轮椅乘客依然面对阻碍。那是因为整个不完整的交通设备的设计严重的阻挡残障者的安全步行。到底问题在何处？？？请再看看下一张图片。在槟岛，没有一座巴士站适用于残障乘客。

如果您问，“oku还想要什么？？”无可否认的我们要斜坡！！！

Sungguhpun pemandu bas menempatkan ramp pada laluan pejalan kaki depan perhentian bas, kami tetap menghadapi masalah aksessbiliti. Hal ini kerana keseluruhan rekabentuk sistem pengangkutan masih menghalang OKU daripada bergerak bebas dan selamat. APA MASALAHNYA?？？ Sila lihat gambar seterusnya. Tiada satu perhentian bas di Pulau Pinang (bahagian pulau) yang mesra OKU. 

Jika kamu Tanya,” apa lagi oku mau??” Tidak dapat dinafikan kita perlu “KERBs” yang sesuai!!!      

At which point bus should stop??

1…2….3….4…. that’s around 4 persons there to help a wheelchair user to get into the bus! We have rapid buses which is type of low-floor bus equipped with the ramp to facilitate the boarding of wheelchair user. If that’s the case, I don’t understand what is the wrong with the rapid bus? 

What do you think? Is it lack of the knowledge and awareness from the bus drivers towards the needs of wheelchair passengers? I think I leave it to you to analyze and think about it. 

1，2，3，4．。。千真万确！确实需要至少四个人手忙脚乱的帮忙推着轮椅者上巴士。我们拥有无障碍的巴士以便方便残障乘客们享有使用公共巴士的设备。如果事实如此，那就让我百思不得起解。。。到底所谓乘塔巴士的“难处”在哪里？

是不是巴士司机始终不理解轮椅乘客的需求吗？我想这个答案就由您自己去判断吧！

1...2...3....4.... EMPAT ORANG diperlukan untuk membantu SEORANG pengguna kerusi roda menaiki bas! Kan kita mempunyai bas Rapid yang rendah dan dilengkapi dengan ramp untuk memudahkan OKU berkerusi roda menaiki dan menuruni bas. Jika begitu, saya tidak faham apa yang masih tak kena dengan bas Rapid.Apakah pendapat anda? 

Adakah hal ini disebabkan kurangnya pengetahuan dan kesedaran pemandu bas terhadap penumpang berkerusi roda? Saya ingin membiarkan persoalan ini bagi anda memikir dan menganalisis tentangnya.'

Poor Design of Pavement and Bus Stop

Though we are on the wheelchair but it is not the main reason preventing our mobility to go out. In fact, it is difficult for disabled people catching the rapid bus without the accessible transportation facilities when we walking from connected pavement to bus stop. That’s why many disabled people still been confined in the “cages” and can’t move around conveniently.

Why it happened? Look at the pictures below and we hope you will understand the difficulties faced by disabled people.

拖着沉重的轮椅步行并不是阻碍残障者想出去逛逛的意愿

。 但是，没有完善的交通系统就如从行人道走到巴士站实在是让残障者步步难行和步步难“塔”上“心水”的巴士。此景不禁让我感叹为何许许多多的重残者依然不能离家出“游”。

怎么说呢？看一看以下的图片。只要您能身同感受，您就会一目了然。

Berkerusi roda bukanlah merupakan faktor utama yang mengekang pergerakan kami untuk keluar rumah. Sebenarnya, ketiadaan laluan pejalan kaki yang boleh diakses OKU yang telah menyukarkan OKU menggunakan bas Rapid. Hal inilah yang menyebabkan kebanyakan OKU masih terkurung di dalam ‘sangkar’ dan tidak dapat bergerak bebas.
